F10: condensation that keeps coming back
An F10 headlight that steams up after every wash, or shows a line of droplets under the rings, has let water past its seal. Wiping the outside or leaving the lights on to dry it gives a few clear days and no more.
The unit is opened, the perished sealant removed in full and the lens resealed. Reflectors dulled by the moisture are re-chromed in the same visit.

E60: a new lens on the original unit
E60 lenses are now old enough to have yellowed, crazed or cracked. A fresh lens is bonded to the housing you already have, and the xenon projector and rings inside are left as they are.
If the xenon side has also failed, a dead ballast or igniter is replaced with a new part while the lens is off, saving a second opening later.
E39: when parts are no longer made
If a component for an E39 headlight can no longer be bought new, a working part is taken from a donor headlight and fitted to yours, so the car keeps its original lighting.

No. Resealing deals with the lens joint, so it applies whether the unit swivels or not.
Could opening an E60 headlight mark the housing?
BMW housings are thin-walled, and a light trace at the joint is possible. What the repair aims for is function and a proper seal, not an invisible seam.
